摘　　要：黑龙江省高校作为城市的主体部分,其节能减排工作的顺利开展,对于黑龙省乃至全国循环经济的发展起着较重要的作用。虽然黑龙江省高校节能减排管理工作已取得进展,但要在"十二五"规划的五年中取得更大胜利,迫切需要有切实可行的节能减排风险管理措施作为保障。由于高校的节能减排有其独特的风险,因此站在黑龙江省高校管理者的角度,探索高校节能减排风险管理的内涵及风险识别、分析与应对的措施,进而给出高校节能减排风险管理效益评价的指标和分析方法。University as a main part of the city in Heilongjiang province, it carry out the important work of the energy conservation and emission reduction smoothly. The work plays a important role to the development of circular economy in Heilongjiang province and the whole country. Although the management work of the energy conservation and emission reduction in Heilongjiang province has made progress, but in order to achieve the more victory in ＂The Twelfth Five-Year Plan＂, the university in Heil0ngjiang province need to have practical risk management system as a security. Because of the energy saving and emission reduction has its unique risk, so from the point of the administrators of the university, the nature of risk management in energy conservation and emission reduction is explored, the methods for risk identification and analysis is given, and then the index and analysis method for risk management and its effectiveness evaluation is put forward.
