摘　　要：教学质量是高校生存和发展的基石,是学校的生命线。高校教师队伍的基本素质和整体水平是决定高校教学质量高低的关键因素。而学校的政策导向将对教师队伍的整体优化起到决定性的作用。因此,改变和平衡学校的政策导向是优化教师队伍,调动教师的主动性、积极性和创造性从而提高教学质量的必由之路。Teaching quality is the footstone of college＇s survival and development and also is the lifeline of school.Basic diathesis and whole level of teacher＇s team in college are the key factor that determine the high or low of Teaching quality in college.College＇s policy orientation will exert decisive function in unitary optimizing of teacher＇s team.Consequently,the only way to mobilize teacher＇s go-aheadism,positivity and creation and improving teaching quality is to change and balance the policy orientation of college.
