摘　　要：未成年人违法犯罪成为一个较为严重的社会问题,非刑罚处置的功能和作用亟待加强;NGO组织的天然优势使其成为实施未成年人非刑罚处置的必然选择;NGO组织在未成年人非刑罚处置中的功效显著。It has become a serious social problem that juveniles break laws and commit crimes. It is an urge to strengthen the function of non - criminal punishment treatment. NGO will definitely become the main organization to carry out non - criminal punishment treatment due to its inherent nature. It has a significant effect in non - criminal punishment treatment.
