摘　　要：从《洛桑报告》、R&D/GDP的相关指标看,我国企业科技竞争力水平低下,总体创新能力较弱。究其原因在于政府R&D投入机制不完善,科技成果转化为现实生产力的能力薄弱,企业尚未真正成为科技创新的主体,企业R&D人才机制不健全。因此,需要进一步完善政府R&D投入模式,协调产学研合作关系,发展企业R&D中心,健全R&D用人制度。As is shown from related indicators of ＂Lausanne Report＂ and RD / GDP,the scientific and technological competitiveness of enterprises is at the low level,and the overall innovation capability is weak.The reason lies in the imperfect mechanism for RD investment,the weak capability of converting scientific and technological achievements into productive forces,companies＇ having not yet really become the main body of technological innovation,and imperfect business RD personnel system.Therefore,it is necessary to further improve the RD investment patterns of government,coordinate the cooperative relationship among production,study and research,develop corporation＇s RD center and perfect RD personnel system.
