摘　　要：高考是准公共物品,从新制度经济学交易费用理论的视角来看,高考的任何一个环节都会产生高额的交易费用。提高教育考试的效益,降低每个环节的交易费用,增强公平性和安全性,可从文化观念、管理职能、人员队伍、服务手段和科学研究等五个方面进行教育考试机构的专业化建设。College entrance examination is a kind of quasi-public goods which will produce high transaction costs in its any link from the perspective of transaction cost theory in the new institutional economics. To improve the efficiency of education examinations, reduce the transaction costs in each of its links and enhance the fairness and safety, the professional development of education examination institutions can be conducted in the following fives aspects： cultural ideas, management functions, staff, service means and scientific research.
