摘　　要：《管子》的主旨是政治"至善",其目的是想建立一个人人有德行、人人有幸福的"天下治"的理想社会。在这种政治"至善"观的指引下,《管子》一方面重视社会财富的丰富,另一方面提出富国富民并重的理念,通过行业、市场、赋税制度、轻重术、侈靡法实现财富的多层次分配。其财富生产和财富分配的关系,财富分配中的"义"与"利"的关系,"富国"与"富民"的关系,对于今天的"分配正义"的思考有很好的启发意义。The theme of Guanzi is the highest good politics. Its purpose is to establish an ideal society under heaven in which everyone has character and every one is happy. Be guided in this politics, the book on the one hand emphasis the importance of social wealth and the other propose the concept that both rich the country and people. It implement the multi - level distribution of wealth through the industry, market, taxation system, degree of art, the manner of luxury and so on. It have a good means of illumination for the thinking of ＂Justice in distribution＂ in today. Including that the production and distribution of wealth, the righteousness and profitableness in distribution of wealth, the relationship between rich the country and people.
