河北省新建本科院校改革与发展保障机制初探

摘　　要：新建本科院校是我国高等教育体系中一个较为薄弱的链条。建立健全河北省新建本科院校改革与发展保障机制需要采取以下措施:强化政府主导作用,突出和加强对新建本科院校的政策和措施保障;政府职能部门采取多种有效措施落实教育资金投入;政府不断扩大高校用人自主权,建立合理、高效的选聘录用机制;搭建校校、校企人才与技术合作平台;完善新建本科院校质量监控与评估考核机制,实施分类指导,促进河北省新建本科院校特色发展等。Newly-established universities are a weak chain of China＇ s higher education system. Establishing the safeguard mechanism of reform and development of the newly-established universities in Hebei Province is the key to implementation of the education reform and development plan of China as well as Hebei. These mechanisms include the following aspects. First, strengthen the government-led role and highlight the universities＇ policy protection. Second, government should take effective measures to guarantee education funding investment, expand the autonomy of universities, and establish a rational personnel recruiting mechanism. Third, build the technical and personnel collaboration platform between school and school,school and enterprise. Finally,improve the quality monitoring and assessment mechanism of the universities.
