摘　　要：水利信息化能否有效推动水利现代化,其建设管理模式具有举足轻重的影响作用。条块统筹主动优化的模式,在各种资源利用方面远优于条块分割被动粗放的模式。只有突破各种阻碍壁垒变革模式,实施全面统筹的水利信息化管理,以顶层设计使各方分工协同、共建共享,才能真正落实水利信息化"五个转变"[1]要求,全面高效推动传统水利向现代水利、可持续发展水利转变。Construction and management pattern of the information explosion process of water resources has a great influence on promoting the modernization of water resources.Overall planning of blocks of active optimization mode has much advantages over block partition of passive and extensive mode in resources utilization.Only by breaking through the barriers and mode revolution to carry out overall planning for management of the information explosion process of water resources,and applying top level design for division of labor and cooperation,joint construction and sharing,thus we can meet the requirements of five transformations of the information explosion of water resources,to effectively promote the full-scale transformation of traditional water resources to modernization and sustainable development.
