摘 要:从国家立场和企业立场两个角度研究了决策人处理桥梁工程决策问题时的目标和其层次结构,并基于此建立了按经济评价方法、承担者和决策人目标逐层分类的成本分类方法。针对国民经济评价、财务评价以及环境相关属性计算分别讨论了其适用的社会折现率、企业折现率和生态折现率。探讨了国民经济评价和财务评价中成本分析计算期的取法。对人的剩余生命价值和赔偿金进行了分析,给出了公式和方法以便计算桥梁缺陷致事故相关成本。最后对某工程风障方案决策问题进行了计算期国民经济评价和财务评价的成本构成和参数分析,以示例本文提出的成本分类和参数分析方法。The objectives and their hierarchical structures from both the state stand and enterprise stand of the decision-makers in bridge engineering decision making problems were discussed, based on which the cost classification method was established according to economic evaluation technique, undertakers and decisionmakers' objectives. The social discount rate, enterprise discount rate and ecology discount rate for national economic evaluation, financial evaluation and relative environment attribute calculation were discussed respectively. Computation period of cost analysis for both national economic evaluation and financial evaluation was discussed. The residual life value of people and compensation were analysed. The formulas and techniques were brought up to calculate the costs related to bridge defect incurred accidents. Finally, cost constitution and parameter analysis in both national economic evaluation and financial evaluation in the computation period for wind shielding screen schemes of a certain project was used as an example to illustrate the proposed cost composition and parameter analysis.
