巢湖流域农村地区生态补偿机制的法律探讨——以巢湖流域内环境保护为视角

摘　　要：巢湖流域是以农业为基础的经济区域,巢湖流域生态补偿,很大程度上是流域中下游地区对上中游地区和城市对农村地区的补偿。巢湖流域应以农村地区环境与流域水资源保护一体化为原则,完善生态补偿法律机制,包括防止农业面源污染、发展生态农业、建设生态农村等系列补偿措施,实现城乡协调、经济与生态协调发展。The Chaohu River Valley is an agriculture -based economic region integrating rural and urban areas and combining agriculture with industry. The rural area and agriculture in Chaohu are of great ecological significance to the Chaohu River Valley while they cause the non - point source pollution. The ecological compensation is such a mechanism that requires the lower and middle reaches of the Valley to compensate the upper reaches of regions and cities to compensate rural areas. In order to realize the coordinated growth between the rural and the urban areas, a series of ecological compensation measures should be taken including in funding more relevant research projects, promoting industrial restructure, and developing ecological agriculture and eco - villages under the principle of integrating protecting water resource protection into rural environment protection in Chaohu.
