摘　　要：网络参与是政府决策中的一种新型民主形式,对政府决策的影响力越来越大。广大网民通过网络建言、博客评说、在线交流、征集意见、网络投票等形式参与政府决策。本课题通过对浙江省内的三个重要地区——杭州市、宁波市、台州市的网络参与进行调查研究调查研究,了解浙江政府决策中的网络参与的现状,认识网络参与存在的简单化和浅层次的问题,对其代表性的缺陷和政府对网络参与中的"形式主义"诸问题,综合政治学、行政学、社会学等专业知识,提出建设性意见,以助于改善和优化政府的决策。Internet participation is a new form of democracy.It＇s impact on government decision-making is growing.The netizens actively participate in government＇s decision-making through BBS,blogger,online communication,internet voting,internet proposal and mayor＇s mailbox etc.Through this project,three cities in Zhejiang Province： Hangzhou,Ningbo and Taizhou network participating in government decision-making were studied in order to know the status.It found that there was a superficial understanding of the network,low level of involvement in decision-making and a lack of representativeness,as well as the ＂formalism＂ of the government.Therefore it came up with some constructive suggestions to help improve and optimize the government decision-making with the knowledge of political science,administrative science,sociology and other expertise.
