摘　　要：当前,国家开放大学已经拉开筹备、建设的序幕。进入战略转型的重要机遇期,广播电视大学转型发展既是大势所趋,又面临诸多困难和挑战。必须统筹各方面工作,着力强化开放大学建设的思想基础、办学基础和系统基础。At present, the preparation and construction of the National Open University has started. Facing the critical opportunity in period of strategy transformation, the transformation development of radio and television universities has become an irresistible trend, though there are many difficulties and challenges. Therefore, it is necessary to make a whole plan for all aspects of work to lay a solid foundation of thoughts.
