摘　　要：用包容性增长审视竞技体育"为国争光"战略目标、"缩短战线,保证重点"发展思路、举国体制管理运作模式、专业队人才培养方式和以"奥运争光"为核心的资源整合方式。认为竞技体育应确立以"为国争光"为龙头,兼顾多元主体权益需求的战略目标体系;树立协调可持续发展的发展思路和以"管办分离"为主要特征的管理运作模式;以市场为基础,以效益为原则配置体育资源;人才培养应落实以人为本,立足全面发展。Use inclusive growth perspective td analyze the development strategic of Win Honor for Country, the develnpment idea of shorten front, guarantee key, the management operation model, the professional training model and the resource allocation way of honor Olympic Games as the core of competitive sports should change the single goal of win honor for country and diversified pursuit; Set up the harmonious and sustainable development idea; hnplemeuting the management operation model; Athletes training should reflect the people-oriented, based on comprehensive development, resources allocation should estahlish the basic position.
