摘　　要：科学发展观本质要求并深刻蕴含的建设创新型国家的战略思想是当代中国主动把握全球化创新国际化规律和机遇、应对全球化挑战的自觉战略选择。在全面审视我国科技人才队伍建设与科技创新成果与不足的基础上,提出科技人才优先发展的若干策略,以期为创新型国家建设提供人才支撑与智力保障。The strategic thinking of building an innovative country is the essential demand as well as extension of scientific outlook on development towards globalized innovation opportunities and challenges. The paper makes a comprehensive survey on the shortage of sci - tech talents team construction and sci - tech innovation output, and thus puts forwards feasible strategies for sci - tech talents development priorities in the service of building an innovative country.
