摘　　要：党中央新一届领导集体提出和谐社会的思想理念,而政治和谐是和谐社会的基本前提和重要保障。当前基层社会对和谐社会构建尤为迫切,这就要求基层政府职能转型,把和谐理念积极应用到基层社会治理中,使基层社会的民众共享改革开放带来的繁荣成果。New leadership of the CPC Central Committee put forward a harmonious society,ideas,and political harmony is the basic premise of a harmonious society and an important guarantee.The current grass-roots community is particularly urgent to build a harmonious society,which requires the primary transformation of government functions,the concept of harmony and actively applied to the grass-roots social governance,so that the grass-roots community of people sharing the fruits of prosperity brought by reform and opening up.
