摘　　要：根据层次分析法和德尔斐法的各自特点,构建了二者结合的综合评价模型并对高校科技创新能力进行了综合评价。以30个省区的地方高校为研究对象,采用灰色关联度对2001—2007年各省高校科技创新条件基础、创新投入、创新产出和科技成果销售等方面进行了综合评价。对评价结果进行分析,并就制约高校科技创新的因素进行了分析,给出了对策建议。According to the characteristics of Analytic Hierarchy Process （AHP） and Delphi method, this article con- structs a synthetic evaluation model based on their combination to evaluate the university science and technology innova- tion capacity. Using the Grey relation to evaluate the relative efficiency, the author evaluates the innovation＇ s conditions of science and technology, innovation input, innovation output and sales of technological achievements of thirty province universities between 2001 and 2007. It analyzes the evaluation results, the factors restricting science and technology innovation and also gives some suggestions.
