摘　　要：为消除目前企业安全生产应急能力管理的弊端,实现应急能力管理模式从定性向定量转变,以应急能力量化为切入点,遵循应急需求驱动原则,运用质量功能展开(QFD)作为结构化工具,构建了企业应急能力量化模型,提供了应急能力结构和水平的量化途径。并从"基于数据"的管理理念入手,将应急能力量化结果应用于企业应急能力管理过程中,构建了基于QFD的应急能力量化管理模式,给出了新模式实现的保障措施。In the aim of avoiding its negative impacts, the qualitative management on enterprises safety production emergency capability is suggested to be transformed to a quantitative model. Starting from emergency capability quantification, and focusing on the emergency- demand- driven principle, QFD is applied as a structural tool to establish a quantitative model on enterprises emergency capability, and then to determine the quantitative approach on emergency capability structure and level. With the ＂data- based＂ management philosophy, quantifiable results are applied to emergency capability management processes. Finally, the author establishes a quantitative management model on emergency capability and proposes safeguard measures to the new model.
