探讨市民安全文化的养成与提高

摘　　要：提高市民的安全文化养成,对有效应对突发性灾难事故,减少人员伤亡和财产损失有重要意义.武警总医院作为中国国际救援队的一个重要组成部分,致力于国内外抢险救援及提高市民的安全文化养成教育,积极配合国家和政府部门编写救援培训教材,对市民进行防灾减灾、求生技能、急救知识培训,组织防灾演练和模拟救援.通过对相关单位和社会人群的走访交流、问卷调查、技能培训、模拟演练,笔者认为,当前我国市民安全文化养成正在逐步提升,但还需要在国家、社会、公务员三个层面上进一步健全法案条例,做好公共服务,加强学习投入.It＇s important to improve citizen＇s safety awareness in order to minimize casualty and economic loss in major emergencies and natural disasters. General Hospital of Chinese People＇ s Armed Police Forces, one of the integral part in Chinese International Rescue Team, is engaged in rescue mission both in homeland and abroad. Simultaneously, it is also committed to improving citizen＇ s safety awareness, assisting competent authorities in compiling the training material, providing first aid drills and rescue guide to communities. The result of a series of visits, surveys, technical trainings, and simulative demonstrations taken place in communities indicated that a further perfection of citizen＇ s safety awareness is needed to establish from legitimate standpoint, even though it has been improving.
