发达国家发展高新产业的政策措施对江苏的启示

摘　　要：发达国家发展高新产业的政策措施对江苏的启示可概括为以下方面:把加快发展高技术新兴产业作为经济转型升级的重要推动力和着力点;大力引进和培养高技术人才,推进高层次人才向高技术新兴产业集聚;与长三角区域经济一体化发展战略衔接,加快发展以高科技新兴产业为主导的范围经济、规模经济和集聚经济;与江苏沿海开发国家战略衔接,把发展高科技新兴产业与建设特色产业基地相结合;加强国际科技合作和经济合作,以全球视野组织和集聚国际创新资源,推进创新国际化。the inspiration for Jiangsu province that the developed countries made for high-tech industries are as follows： to take speeding up emerging high-tech industries as economic transformation and upgrading driving force and point of strength;to enhance government＇s backup to new-born high-tech companies and perfect the venture capital market;to establish professional service network and support the development of innovative and creative investment;to introduce and cultivate high-tech talents,and promote the aggregation of high-leveled talents to emerging high-tech industries;to hook the economic integration strategy of Yangtze Delta and speed up the scope economies,scale economy,agglomeration economy led by high-tech industries;to combine emerging high-tech industries with constructing the industry base with characteristics under the Jiangsu costal development strategy;to strengthen international technological and economic cooperation and structure and aggregate creative resources to promote the creative internationalization with a vision of globalization.
