摘 要:从"质量发生"的视角来看,与高校人才培养质量紧密相关的"教学支出"、"学生支出"、"教育科研支出"和"学术支持支出"四项成本,被界定为高校人才培养的质量成本。按照"合格质量"、"良好质量"和"一流质量"的人才培养质量基准,对中美近年来的高校人才培养质量成本分层比较发现:与美国高校人才培养质量成本的"层次鲜明"不同,我国高校在人才培养质量成本方面更多体现出"科研至上"、"物质为先"的发展倾向;"后大众化"时代的我国高等教育财政理念和实践需要从"物质"向"人本"的原点转变。From the viewpoint of "quality happened", the Quality Cost for personnel training of colleges and universities is defined as a combination of the "teaching expenses", "student servicing expenses", "department research expenses" and "academic support expenses". According to the level of "acceptable quality", "good quality" and "top quality", the Quality Cost for personnel training between U.S. and China's colleges and universities in stratified comparison showed that: It was identical with the prior hypothesis that the Quality Cost for personnel training has positive correlation with their level in U.S. colleges and universities but no China's colleges and universities. It is reflected to the tendency that the "material and research expenses" is the first thing to China's colleges and universities recently. After the popularization of higher education, China's higher education financial idea and practice need a human-oriented and student-oriented revolution.
