药品采购监管工作的实践与伦理思考

摘　　要：目前市场经济条件下,药品市场及药品采购方面存在着医保药品商品名滥用、药品流通渠道不畅,同种药品价格差异大,招标后基本用药的品种供销矛盾突出的问题。出现这些问题的实根本原因在于医疗行业的伦理道德意识缺失。故此建议建立科学的药品名称管理体系,保障患者用药权益;建立健全药品采购管理制度,建立职能单位及主要人员问责制;严格资格审查,重视普通药品采购,控制药品价格;招标单位建立用标情况反馈制度。Under the current market economy conditions,there exists many problems in the pharmaceutical market situation and medical drug procurement,such as abuse of drug brand name for Medicare drugs,supply of basic drugs varieties after the tender become a prominent contradictions,the impact of medical ethics for medical staff still does not eliminate and same medicines have the issue of the price difference,etc.The essence of the problem,in fact,is the lack of ethical awareness the medical industry.By summing up our hospital work in drug procurement and the positive initiatives be taken,put forward some reasonable proposals as follows： establish and improve the management system for drug procurement,establish accountability system for functional units and key personnel;strict qualification examination,pay attention to procurement of generic drugs,control the price of drugs;strictly regulating the names of trade name for Medicare drug and to protect the interests of the patient＇s medication;invite tender unit should also establish a feedback system using biding drugs.
