角色理论视角下高校科研项目过程质量监管新机制研究

摘　　要：针对我国高校中存在的科研成果转化率较低,项目质量参差不齐等问题,就如何确保高校科研项目质量进行了研究。在继承前人的高校科研项目管理基础上,借鉴了美国环保署项目的监管手段方法,基于高校科研管理部门、科研人员本身及科研项目主管部门3个主体,提出了高校科研部门如何注重培育高校科研氛围、项目科研人员如何确保数据质量、科研管理部门如何实施全程监管、项目下达单位采取一切措施、保障专家评审客观公正的盲评机制等对策,加强不同管理角色人员对项目实施实时的、全过程的监管,推动高校科研项目顺利实施、实现资金使用效益。This article mainly discusses about how to insure the quality of scientific research achievements in view of role theory,considering the existing prominent situation that their low transfer rate and variable quality in our university.Drawing lessons from the projects＇ supervision means of U.S.Environmental Protection Agency,the author puts forward management measures based on the previous scientific research management.That is to say,all managers concerned should do their management duty better.Firstly,the department principal of science and technology management in university should pay attention to foster scientific and active research atmosphere while putting the censorship into practice.Secondly,the project participators themselves should give basis for all data.Finally,the governing body of scientific research project should take strict measures against all forms of corruption by knowing well impersonal expert assessment and evaluation.The above measures will have prospective effect and better benefit in sustentation of fund with real time process control.
