“三社联动”与社区管理创新:江苏个案

摘　　要："三社联动"就是在政府的领导下,社区居委会带动社区居民参与社区活动、社会组织为社区居民提供全方位服务、专业社工介入社区建设和发展。社会组织是社会管理的重要参与者,在社区管理中发挥着重要的作用。现阶段,"三社联动"社区管理模式依然存在社区管理行政化倾向明显、社区居民参与度不高、社区内各类社会组织力量薄弱、社区队伍专业化水平偏低、市场力量介入不够等问题。完善"三社联动"社区管理模式,需要建构"行政、自治组织、社会"三位一体的社区管理结构,加强社工人才队伍建设,增强社区居民的参与意识,大力培育社区中介组织,加强社区与企业的联系。＂The interaction among the community, social organization and social work team＂ means that the community neighborhood committee drive community residents to participate in community activities, community organizations provide a full range of services for the community residents, professional social work team involve in the community construction and development under the leadership of the government. The social organization is an important participator in social management and plays an important role in the community management. At present, the community management of ＂ the interaction among the community, social organization and social work team＂ still exists the problems including that the mode of community management administration tendency is obvious, the community residents participation is not high, the community of social organization is weak, community team specialization level is low, market forces is insufficient. To perfect the model of community management of ＂the interaction among the community, social organization and social work team＂ we should construct the three-in-one community management of ＂administration, self-government organizations, social＂, strengthen the social work talents team, enhance community participation awareness, foster community intermediary organization, strengthen the contact between the community and company.
