和谐社会视野下关于治理腐败的思考

摘　　要：腐败是剥削制度、剥削阶级的产物,与社会主义和谐社会的目标和要求根本不相容的。当前,腐败现象出现了一些新特点,腐败现象遍布于政治、经济、思想文化等许多领域。而思想道德建设缺失,公共权力的稀缺性、代理性,封建社会陋俗和传统用人制度,官员升迁的"问责制"没有真正得到落实,新旧体制转轨,预防、监督、惩治等反腐机制不健全,官场"保护伞"使腐败官员难以及时被查处,是当前腐败产生的主要原因。为了构建社会主义和谐社会,必须依德治防腐,加强对干部的政治思想教育工作,使干部自觉从内心不想腐败;依法治治腐,深化政治体制改革,加强制度建设,健全预防惩治机制;依群众反腐,加强公众对公共权力的制约和监督;依重典治腐,加大对腐败分子的惩处力度;依国际合作反腐,构建反腐败工作新平台。Corruption is the product of the exploitative system and class, and it is incompatible with the goal of harmonious society and its fundamental requirements. At present, there are some new characteristics of corruption, that is, corruption is universal in political, economic, ideological and cultural fields. However, the flaws in ideological and moral construction, public powers scarcity, agent, feudal social custom and the traditional employment system, the ＂accountability＂ of the official promotion are not really implemented; the shift of the old-new system, the mechanism of supervision, punishment, prevention and anti-corruption are not sound; the ＂umbrella＂ for the corrupt officials is difficult to be investigated. These are the main reasons of the current corruption. In order to con- struct a harmonious society we must prevent corruption in accordance with virtue, strengthen the political thought educational work of the cadres, and make the cadres prevent corruption in their consciousness. To manage the cor- ruption, we must deepen the political system reform, strengthen the construction of the system, and improve pre- vention and punishment mechanism. What＇s more, we should rely on the masses against corruption, strengthen the public restriction and supervision on public power; in severe anti-corruption, we should intensify the corrupt punishment; in accordance with international cooperation in anti-corruption, we should construct the new platform of anti-corrnption.
