摘　　要：作为"软管理"的安全文化建设对企业的安全管理具有十分重要的作用。本文通过对企业安全问题发生的原因分析,结合安全经济学理论成果和人的需求理论,对加强安全文化建设的途径和措施进行了初步探讨,旨在为企业安全文化建设与应用提供思路,从而提高企业安全管理效能。The construction of safty culture,which is soft management,plays a very important role in the safty management of enterprises.By means of analyzing the reason of enterprise safty issues,as well as combining the results of safty economic theory and the theory of people＇ s need,methods and measures of improving the construction of safty culture are explored,which provides ideas for the construction and application of enterprise safty culture so as to enhancing the efficiency of enterprise safty management.
