摘　　要：市民是城市的主人,市民素质是城市现代化的基础。当前我国城市化进程中普遍存在注重城市规模的扩张和经济总量的膨胀,市民(特别是新市民)素质提升严重滞后的问题,制约了城市整体综合竞争力的提高。通过对城市化进程中市民素质存在的问题分析,探索提升市民素质的有效路径,促使人与城市环境、人与城市经济协调发展。People are the masters of cities,citizens quality is the basis of the urban modernization.Currently,there are numerous serious problems such as the expansion of the cities size,the over-increasing total economy and the low citizens quality（especially modern citizens）,which restrict the improvement of the cities overall competencies.The key to the paper is solving the existing problems of citizens quality,to explore an effective way to enhance the citizens quality,to make coordinated development regarding human beings,urban environment,urban economy.
