摘  要:近十几年来,以引进应届博士生为主的高层次人才队伍建设,是省属普通高校实行人才强校战略,向教学研究型大学迈进的重要举措。针对普通高校的科研环境和应届博士生的特点,提出在有限财力和现有制度约束下,统一教学和科研工作的计量方法,设定年度完成的教学超工作量,可以作为后续学年的预付工作量的考核办法,从而创建一个较充分的科研工作时间平台,为充分发挥个人才能开创一个良好的开端;在保证高校教学规模发展的前提下,稳步提升科研实力。In more than ten years, for the realization of teaching - to - research transition and the strategy of reinvigorating college though talents, a talent contingent mainly composed of graduating doctor student has been built in regular institutions of higher learn- ing. The paper suggests that under existing financial ability and system, it is accounted on consolidated basis that teaching and research load completed by graduating doctor student teachers under the science research conditions of regular institutions of higher learning. First, completing an annually excess workload mainly including teaching and considering its as prepaid part next year so as to create e- nough research time working platform, making a good beginning for personal talents flourishing best and research work developing smoothly. Steady enhance the college's research strength keeping existing scale of teaching unchangeable.
