摘  要:三峡船闸船舶过闸面临多方面危险,完善船舶安全过闸管理具有重要意义。针对三峡船闸建成以来船舶过闸碰撞事故特点,运用风险管理的相关知识,结合危险源的相关知识和专家经验分析,确定船舶过闸碰撞事故因素分类及因素之间的关联,通过风险分析解释结构模型法(ISM)得出三峡船闸船舶过闸碰撞事故风险因素层次分布图,对船舶过闸避碰提供应对措施建议。主要探讨了三峡船舶过闸碰撞风险因素的识别与关系分析、风险因素解释结构模型及风险应对,并研究风险管理在船舶过闸碰撞事故中的运用。The ships through lock of the three gorges project faces many dangers,and improving the through lock management is very significant for ship’s safety.Since the three gorges ship lock has been completed,the ships had occurred a series of big accidents when they went through three gorges ship lock.Aiming at the characteristics of these incidents,this paper used the risk management theory to improve the safety management of the ship through lock,and combined with expert analysis to determine the classification of accident factors and the weight of every factor.Lastly,the paper used interpretation of structural modeling(ISM)which have the ability to get a good basis for the risk analysis to get the risk management measures of three gorges ship through lock.This article mainly covered three gorges ship guozha risk factor identification and analysis of the relationship,The ISM model about the risk factors and risk response,and researched the use of risk management on the ship through lock.
