我国职业体育市场准入监管的理念建构与功能实现

摘　　要：基于职业体育市场准入监管对于规范我国职业体育俱乐部建设和职业体育市场健康发展有着重要意义,运用文献资料调研、专家访谈等方法与逻辑分析等方法对我国职业体育市场准入监管理念建构进行了研究,进而探讨了其功能的实现路径。研究认为,应该从市场和政府两个层面建构我国职业体育市场准入监管的理念,而职业体育市场准入监管优胜劣汰功能、市场稳定功能和风险管理功能的实现从宏观上主要包括建立与完善职业体育市场准入监管的框架体系和加强职业体育市场准入相关法律法规体系的建设;从微观上主要包括俱乐部准入实体层面和程序层面上的完善内容。Based on the market access system of professional sports is important for standardizing the construction of professional sports clubs and regulating the professional sports market.This paper studied the philosophy construction and the path to the function realization by literature,expert interviews and logical analysis.The results are：we think the construction of the regulatory ideas should be from market and government.The function of the survival of the fittest,market stabilization and risk management realize from the macro and micro level.The macro includes the establishment and improvement of the regulatory frame and the professional sports-related legal system;the micro mainly refers to the club from the access to physical improvement and procedural content.
