摘　　要：甘肃民族地区的非制度政治参与的动机和行为,都有其发生的政治心理因素。只有实现传统政治心理的现代化转型,从传统的臣民政治心理向独立的现代公民政治心理发展,从保守的政治心理向开放的政治心理发展,增强法制意识,才能从根本上去除非制度政治参与赖以滋生的心理土壤,实现社会的有序政治参与。There is political mentality for the non-regime political participation in Gansu ethnic regions in terms of motivation and behavior. The abnormal mode of political participation can only be taken place by lawful way by realizing the transformation from traditional way to modem way. More awareness of law is the psychological base for the prohibition of non-regime political participation.
