摘　　要：正确理解标准的含义是提高标准制修订质量的前提。本文汇总分析了渔业标准制修订过程中常见的问题,阐述了标准的适用范围随对象、级别和范围的变化而变化;要综合考虑标准的先进性和经济合理性,不能盲目追求技术的先进性;同类标准的结构、文体和术语都应尽量保持统一,渔业标准与基础标准之间要协调一致等观点,以期能够更好地促进渔业标准制修订工作的开展和完善。A correct understanding of the connotation of standards is the basis for improving the quality of rectification. Problems occurred in the standard framing and rectification were summarized and analyzed in this paper. Some recommendations were elaborated, covering the following key ideas ： 1 ） the scope of the standard should be adaptable with the change of objective, level and range ;2）the advanced techniques and economic rationality should be comprehensive considered without the blind pursuit of advanced techniques ; 3 ） the structure, style and terminology in similar standards should maintain unified;4）fishery standards should be coordinated with basic standards.
