摘 要:20世纪20年代至30年代初期,面对高校"数量增加,质量低下"的状况,时人反省并提出了批评及整顿建议。无论是国内人士,抑或是国际友人,都认为高等教育存在的主要问题是大学滥设现象严重、地理分布杂乱无章、院系结构设置不合理,以及教育效能低下等。时人所指高等教育的问题的确存在,并非无的放矢。除了专门学校纷纷升格为大学外,私立大学趁机而立。院系设置多集中于文科类,且文科类学生比例远高于实科类学生。高校大多集中在北平、上海等政治、经济、文化中心城市。教师兼职情况严重,然而,时人对高校教师水平的评议未必尽是事实。During the 1920s and early 30's,with rapid increase in the number of higher education institutions(HEIs) in China,there appeared a noticeable decrease in their teaching quality.People at that time criticized this situation and proposed some suggestions for solving the problems.Most of them,no matter they were Chinese or foreigners,thought that the major problems with China's higher education were the following: indiscriminate founding of HEIs,imbalanced geographical distribution of HEIs,improper academic departmental structure,as well as inefficiency in education.Other problems include: too many specialized schools,esp.private schools,had been upgraded into universities;the number of liberal arts colleges and arts students far exceeded that of polytechnic institutes and science students;HEIs mostly were located in metropolises such as Peking and Shanghai;moonlighting were very common among faculty,etc.The above-mentioned problems did exist,but those comments on schools' teaching quality were not all true.
