“两端两网”扁平化农业农村信息服务模式探索

摘　　要：针对城乡数字化鸿沟和现有多层管理服务体系不能很好地为"三农"提供一体化和一站式的信息服务等问题,提出了"两端两网"扁平化农业农村信息服务模式。从渠道扁平化、网络一体化、资源共享化、服务高效化、传递及时化和机制务实化等方面,分析了"两端两网"的特征。从省级公共服务平台、基层信息服务公共终端和个人终端、宽带网络、服务队伍人员网络、资源整合、机制保障等方面,阐述了"两端两网"扁平化服务框架。To resolve the digital divide between the urban and the rural and to solve the problem that the existing multi-service system cannot provide timely one-stop and integration information service, we put forward a fiat ＂Plaffct, m-Terminals and two-network＂ model for agricultural and rural information service. Furthermore, we identify the features of this model from aspects of the flat channel, network integration, resource sharing, efficient service, timely transmission and pragmatic mechanisms. We also describe the framework of this model from aspects of provincial public service platform, public information service terminals in administrative villages, personal terminals, broadband network, personal service network, resources integration and service support mechanisms.
