摘　　要：生态城市的建设理念与低碳建筑发展的指导思想是高度契合的。将生态城市理念引入低碳建筑管理中,可使低碳建筑发展更加全面、高效。鉴于低碳建筑的公共产品属性,在以政府为管理主体的低碳建筑管理体系的基础上,通过宣传教育、财政补贴以及税收优惠等低碳建筑发展的政府激励机制,可全面提升低碳建筑发展的管理水平,以推进低碳建筑的可持续发展。The idea of eeo-city coincides with the guidance of low-carbon building. It makes low- carbon building＇s development more comprehensive and efficient. The idea of the eco-eity is taken into the development management of low-carbon building based on the symbiotic theory. In view of lowcarbon building is a public product attributes, based on low building management system in which the government as management subject, the incentive mechanism of low-carbon building is designed to en- hance the development level and the sustainable development of low carbon building through educa- tion, financial subsidies and tax incentives methods.
