从《湘报》看晚清外交观念的变化

摘　　要：面对近代四方陵夷的困境,《湘报》在继承传统"自强"、"和戎"等思想的基础上,吸收近代西方外交观念,提出了"守约和夷的平等外交观"、"联夷抗夷的平衡外交观"和"自强制夷的实力外交观"等外交思想,利用《湘报》这个传播平台,将之传播于晚清朝野。这些具有近代意识的外交观念,对于开启民智及其日后中国现代外交意识的最后形成起到了启蒙和推动作用。In view of weak circumstances of modern Chinese and the traditional thoughts of ＂self - improvement＂, ＂military harmony＂, Xiangbao Daily absorbed the western modern diplomatic concept. It proposed the equal diplomatic thoughts of ＂abiding by contracts in order to keep harmonious relationship with barbarians＂, the balanced diplomatic thoughts of ＂allying barbarians to beating back barbarians＂, the powerful diplomatic thoughts of ＂improving ourselves to control barbarians＂. Tak Xiangbao Daily for the communication platform, these thoughts were spreaded to the late Qing government and the public. These diplomatic thoughts have played an enlightening and promoting role for inspiring the public wisdom and eventually forming Chinese modern diplomatic concept.
