摘　　要：针对我国高等教育现行拨款制度存在的拨款参数和调控目标单一的缺陷 ,在总结“综合定额加专项补贴”办法已有经验的基础上 ,提出了增加拨款参数 ,建立多政策参数拨款横型的构想。Defects in the existing appropriation system are pointed out. The practical measure of “Comprehensive Norms Plus Specific Subsidy” is evaluated. And a conception is formulated that more appropriation parameters are to be added and that an appropriation pattern with more policy parameters are to be established.\;
