摘 要:由于省直管市县改革,市县在海南省的上下枢纽地位日益突出,对海南的市县党政领导干部的考核工作,成为海南省政治治理的重点工作之一。针对海南自建省以来在党政干部考核方面取得的成绩及存在的问题,通过应用绩效管理工具,按照与MBO理论契合的AHP模型构建三级指标体系,以推进区域间干部的公平考核,并应用实例验证了模型较好地解决了之前存在的定量测评不足、区域间比较有失公平和考核信息失真等难题。The reform of line control in Hainan political structure makes city and county level administration play an increasingly connecting role in provincial governing affairs; hereby, the assessment of city-&-county chief Party and government officials comes into being one of the top priorities of Hainan political governance. On summarizing the performances and issues in the official appraisal since the establishment of Haiinan province, this research applied performance management tool, and constructed a three-level indicator system in accordance with AHP model which fits MB0 theory so as to boost interregional fair official assessment. And empirically the research testified that AHP model can effectively solve the pre-existing problems, such as insufficient quantitative evaluation, unfair interregional comparison, distortion of assessment data, etc.
