摘　　要：高等教育绩效责任制是提升教育效能和实现教育目标的关键。高等教育的复杂性特征决定了绩效责任制及绩效测量的难度,在借鉴国外有益经验的基础上,我国高等教育对外要处理好与政府、社会和市场的关系,对内要实行高等教育绩效评估,进行绩效管理,完善高等教育质量保障体系,从而建立我国高等教育绩效责任制度。The higher education accountability is the key factor that promotes the education effectiveness and realizes the educational goal.The complexity of higher education determines the difficulty of accountability and performance measurement.We should deal with the relationship of government,society and market.And then,we should establish the evaluation system of higher education accountability internally,assess the implementation of higher education to conduct performance management,improve the quality assurance system of higher education,which implement the system of higher education accountability.
