代际正义与关注社会弱势群体利益——基于现代社会救助(保障)制度道德正当性的分析

摘　　要：代际正义具有两个不同的时域和两个不同的维度。从代际正义的时域"在场各代之间的公平",以及代际正义的维度"代际之间的经济关系"的视域分析,社会救助制度具有重要的代际正义价值。代际正义的价值诉求彰显了社会救助制度的道德正当性,可以有效地消除社会弱势群体的"弱势"状况,阻止社会弱势群体"弱势"的代际循环,从而在更高的层面上实现社会救助制度的道德关怀。作为一种发展型救助,教育救助特别彰显了社会救助制度的代际正义价值。Intergenerational justice has two different time domains and two different dimensions.Studying on the time domain of intergenerational justice about ＂justice of the presence generations＂ and the dimension of ＂economic relation of generations＂,social assistance system has important value of intergenerational justice.The value of intergenerational justice makes itself manifest to legitimacy of the social assistance system.Social assistance system can eliminate the weakness of social disadvantaged groups effectively,and prevent the generational circulation of the weakness of social disadvantaged groups,and achieve higher moral consideration.As a developmental social assistance,educational assistance illustrates the value of intergenerational justice to social assistance especially.
