摘　　要：洛阳作为中国的古都，共有十三个朝代在此定都，其中尤以东汉时期它的历史地位最为重要。东汉政府最终选择定都洛阳，是审慎的，经历了一个漫长的过程。其原因很多，如刘秀的个人因素和气候条件的改变等。There were 13 dynasties to select Luoyang as theirs capitals in China. It was very important that the Eastern Han Dynasty selected Luoyang as its Capital. And it was a long process for the government of the Eastern Han Dynasty to make this decision. At the beginning of the Eastern Han Dynasty, all groups had a hard discussion on the location of the capital. It dued to many reasons such as personal reasons of Liu Xiu and changes of climate.
