摘　　要：从云南省某三甲医院１９９７ 年、１９９８ 年的公医患者住院费用情况入手，结合云南省实行医改测算费用筹集情况（基本医疗保险金及统筹基金，年统筹基金封顶线及起付标准），认为公医出院者人均住院费用均超过用人单位缴纳的基本医疗保险费，也突破了统筹基金起付标准，并对由此引起的需方承受能力、供方的费用控制问题以及合理利用卫生资源的问题进行分析并提出建议。The hospitalization expense for free medical care is collected from the hospital in Yunnan province in 1997 and 1998.The medical collecting fund is evaluated,which include basic medical insurance fund,medical insurance fund collected for whole planning as well as limit and standard of the latter.It shows that the hospitalization expenses for everyone is higher than the basic medical insurance fund paid by the patilntswork units,and also go beyond the standard of the medical insurance fund collected for whole planning.The related problems of concerning affording ability of the patients,cost controlling of the hospital and reasonable usage of health resources are analyzed and discussed,and the suggestions are offered.
