摘　　要：美国医改立法程序的完成,是美国社会保障领域的重大变革,它将对个人、企业和政府产生深远影响。美国医疗保障体系改革过程,对于我国社会保障政策政府责任边界、利益表达、社会保障政策设计等都有重要的借鉴意义。The completion of the legislative procedure o ／ for the reform of American medical security system is a major change in the social security system. It will have a great impact on the individuals, enterprises and government. That is of great significance for our country, in terms of the boundary of government responsibility, expression of interests, designing policy in the social security and so on.
