摘　　要："卓越工程师教育培养计划"是一项重要的人才培养模式改革,其在知识、能力和素质等方面具有特殊需求,尤其强调了具有国际视野的创新型工程技术人才。专业人才培养计划的制定是整个培养过程的纲领和指引,本文从卓越工程师人才培养目标要求出发,在培养计划的制定原则、具体培养方式与制度要求等方面做出了一些专业性的探索和研究。＂A plan for educating and training outstanding engineers（PETOE）＂ is an important reform in professionals training mode.With its specific requirements in knowledge,ability and qualities,it attaches particular importance to innovative engineers with international view.The establishment of professionals training plan is the guideline of the whole training process.Based on the objectives and requirements of training outstanding engineers,this article tries to make some professional probe and study on the principles in establishing training plan,concrete training mode and rules and requirements.
