摘　　要：科学发展观将以人为本确立为实际工作的指导方针和重要原则,将人的全面发展确定为当代经济、政治、文化等社会生活的重要目标。根据科学发展观的要求,以人为本也是指导高校网络安全教育的根本指针。高校网络安全教育要落实以人为本的科学发展观,满足大学生主体的安全需要,从而促进大学生的全面发展和综合素质的提高,凸显网络安全教育应有的价值与意义。The scientific outlook on development establishes the people-oriented as the guidance and cardinal principle of practical work,and the all-round development of people as the major targets of economy,politics and culture in the contemporary social life.According to the scientific outlook on development,the people-oriented is also a basic principle to guide the education of university network security which must carry out the people-oriented scientific outlook on development and satisfy the safety requirement of college students as the subject so as to promote the all-round development of college students and the enhancement of their overall quality,and highlight its proper value and the significance.
