四川CNG汽车城际化运行效益评价与发展对策

摘　　要：在国家提出节能减排、发展低碳经济和我国石油对外依存度不断攀升的大背景下,CNG汽车运行由城市内向城际化扩展是缓解石油紧缺、发展低碳运输经济、减少尾气排放的一个重要途径。通过构建社会、经济和环境效益的评价指标和指标体系,运用主成分方法对四川试验区CNG汽车发展进行了评价。结果表明,四川试验区发展CNG汽车具有良好的社会效益、经济效益和环境效益。进而提出了规模化推广CNG汽车城际化运行的建议:①加快干线公路CNG加气站建设和制订城际化营运的安全、技术保障规程,加强安全监管;②用财税政策扶持和促进CNG汽车城际化营运;③加强CNG汽车关键技术研发,提高CNG汽车城际化运行的安全性和经济性。Under the present situation of advocating energy saving and emission reduction,developing low carbon economy,and increasingly high oil dependency in China,CNG vehicles will run from within-the-city to intercity,which will be one of the most important way to relieve oil shortage,develop low-carbon transportation economy,and mitigate exhaust emissions.Through building evaluating indexes and evaluation index system concerning social,economic and environmental benefits,the principal component analytical method is adopted to make evaluation of the CNG vehicles transportation between cities in the pilot test area of Sichuan.The evaluation results exhibits social,economic and environmental advantages.In addition,this paper presents some proposals for promoting the CNG vehicles transportation between cities in the Sichuan area.(1) More CNG gas fueling stations should be constructed along the trunk roads;the related accident prevention regulations for the intercity CNG vehicle transportation should be formulated;and safety supervision should be highly focused on.(2) The intercity transportation of CNG vehicles should be backed by fiscal policy.(3) Key techniques involved in the CNG vehicles should be further studied and developed to improve safety and efficiency in the intercity transportation.
