摘  要:我国四大区域人力资本呈现出明显的非均衡配置,已成为制约区域经济协调增长的重要影响因素,主要表现为:区域人力资本存量对经济增长贡献率由高到低顺序依次为:东部、东北、中部和西部;区域人力资本水平对经济增长贡献率由高到低也依次为:东部、东北、中部和西部;2009年东部、中部、西部和东北人力资本代替物质资本的边际技术替代率分别为0.66、0.34、0.31和0.62。In accordance with to economic growth empirical model of human capital externalities,the influence of regional human capital allocation on the economic growth in China has been paralised by using modern quantitative method during 1985-2009.The results show that the contribution rate on economic growth from the regional human capital allocation ranks as: East(30.8%),Northeast(26.9%),Central(25.4%) and West(21.9%);while the marginal rate of technical substitution from human capital instead of physical capital in the eastern,central,western and north-east are respectively 0.66,0.34,0.31 and 0.62 in 2009,which shows regional human capital allocation is non-equilibrium,according to the optimal allocation criteria of regional human capital allocation.On the whole,some strategies of the optimal allocation of China′s regional human capital are proposed to promote the regional coordinate rapid economic growth.
