毛泽东政府责任观对当代农民组织化的启示

摘　　要：毛泽东在新中国成立初期的农民合作化运动中,曾对政府责任问题做出了很多宝贵的探索,他在理论和实践上都强调农民合作化运动中的政府作用。对这些相关理论和实践的再认识,为探讨我国当前农民组织化进程中的政府责任提供了重要启示:政府应当在农民组织化过程中发挥积极作用,通过社会宣传深化认识、不断完善相关的法律法规体系建设、兑现政策承诺,同时也要减少不必要的行政干预,为农民组织的健康发展提供广阔的发展空间。In the early farmer＇s co-operative movement during the period of the founding of New China, Mao Zedong made a lot of valuable exploration on the issue of government responsibility.He stressed the role of government in the farmers＇co-operative movement in theory and practice.The re-understanding of the relevant theory and practice provided an important inspiration for exploring the government responsibility in the process of the farmers＇ organizations.The government should play an active role in the process of farmers＇ organizations.It should deepen the understanding through publicity and constantly improve the relevant laws and regulations system to fulfill policy commitments.Meanwhile,i t should also reduce unnecessary administrative intervention to provide a broad space for the healthy development of farmers ＇organizations.
