基于“分层”视野的加州大学系统事业部制探析

摘　　要：加州大学系统追求"分层"的组织化方向,在职能分层、生源分层、管理分层的系统模式下,形成了大学组织的事业部管理体制。加州大学系统的事业部体制是由横向的董事会、校长为首的行政机构和学术评议分会三大权力机构和纵向的行政、学术在总校、分校、院、系的不同管理层次构成的二维管理框架,其特点具体表现在总校集中决策分校分权管理、职能部门管理与委员会管理相结合、分校内部管理多样化这三个方面。University of California system has been in pursuit of a segmented approach in the direction of the organization.Under the system of the functional segment,students segment and management segment,it has gradually formed a division management institution,which consists of horizontal authority including the board,the principal executive body and the academic institution,and vertical administrative and academic dimensional management framework.This division management institution manifests three characteristics,such as decision-making of total university accompanied by management-decentralized of sub-branch schools,management functions combined with the Committee administration,and diversity management of sub-branch campuses.
