摘　　要：随着信息技术的发展,信息资源战略价值凸显。保持战略性信息资源的强力控制,关系到国家重大安全和利益。文章考察了国际化和信息化给信息资源的国家控制带来的挑战,分析了我国在信息资源的保护、建设、管理、竞争等方面存在的欠缺。文章提出,国家应当建立以提升信息资源国家控制力为目标的信息资源战略,夯实技术基础,健全管理机制,完善法规制度,加强对信息资源国家控制策略手段的研究与应用。Concomitant with the development of information technologies, the strategic value of information resource becomes to emerge out. It is of great magnitude to keep powerful control of strategic information resource concerning national significant security and benefits. This paper explores the threatens brought by internationalization and informationization, and analyzes the deficiency of China＇ s information resource control on information reserve, construction, management and competition. The authors suggest that China establish a national information resource strategy oriented to enhancing state control of information resource ;lay a good technological foundation; amplify management mechanisms; improve laws, regulations and systems; and strengthen the research and application related to national information resource control strategies and means.
