摘　　要：战略性新兴产业是我国确立后危机时代国家竞争优势的产业体系,其本质上是科技和市场双驱动的产业。从我国战略性新兴产业的构成、分布及集群发展现状来看,各地的战略性新兴产业存在很强的同构性,因此也具有更多的共性信息资源需求。进一步分析战略性新兴产业的服务主体即政府决策者与管理者、企业经营者、科技创新人员的信息资源需求,同样可以发现,他们的信息资源需求存在更多的共性。Chinese strategic emerging industries could be considered as a technology-led and market-driven industrial system which is planned by the state to obtain national competitive advantage in post-crisis era, Based on the analysis of the composition, distribution, and the cluster development of Chinese strategic emerging industries, it can be considered that there is homo-organic of strategic emerging industries between regions, as well as more common demands for information resources. On the basis of the analysis of the type of service principal of strategic emerging industries, including government policy makers and managers, enterprises managers and scientific and technological innovation people, it can be found there are more common demands for information resources. Overall, in this paper we proposed information resources guarantee system at the national level, and also discussed the logical framework, management model, and the construction planning and implementation of programs.
